FXL ePubs, Reflowable ePubs and InDesign's Publish Online facility are all based on HTML5. Each has advantages (features) and disadvantages. For example, as James explained, Publish Online can only be hosted on Adobe servers. The resolution of an image placed in an InDesign document will depend on the dimensions you've selected (the larger the size – dimensions – the lower the resolution). Presumably the final output format is Interactive PDFs. As you're going to reevaluate the project it might be worth considering using InDesign's Publish Online facility.
